Why the TurboTax 1095-A rejection happens
The TurboTax 1095-A rejection comes from an IRS check, not from TurboTax. The IRS explains that returns are rejected under business rule F8962-070 when its records show advance payments of the premium tax credit (APTC) went to a Marketplace insurer for you or a family member, but the e-filed return has no Form 8962.
Form 8962 reconciles those advance payments with the credit you actually qualify for based on your final household income. The IRS says it is required whenever APTC was paid. Without it, the IRS cannot tell whether you owe some of the advance back or are due more, so the e-filed return stops.
Intuit describes the same reject in simpler terms: the return is missing the Form 1095-A information. That is accurate for TurboTax, because the program only creates Form 8962 from 1095-A entries.
TurboTax 1095-A: where to enter it
In TurboTax Online, open your return, go to Federal, then Deductions and credits, and select Start or Revisit next to Affordable Care Act (Form 1095-A). Intuit's fix for F8962-070 sends you to the screen titled Do you need to report any 1095-As? Answer Yes and enter the form. In TurboTax Desktop, the same Affordable Care Act entry sits in the Deductions and Credits area of the Federal Taxes tab.
What to copy from the form
Enter the Marketplace identifier, policy number and start and end dates from Part I, then the monthly figures from Part III. Intuit asks that the numbers be entered exactly as printed. Part III has three columns, and each one feeds a different line of Form 8962.

A simple example: if column C shows 300 dollars for each of 12 months, 3,600 dollars of APTC was paid for you. Form 8962 compares that 3,600 dollars with the credit your final income supports. The IRS reject exists because that comparison was missing.
TurboTax Form 8962 not showing up
If you entered a 1095-A and Form 8962 still does not appear, one of the entry questions probably sent TurboTax down the wrong branch. Check these points before resending.
- The answer on Do you need to report any 1095-As? is Yes, not No.
- Every 1095-A the household received is entered. Two policies or a mid-year plan change means two forms.
- Column C amounts are filled in. A blank column C leaves no advance to reconcile.
- The coverage months match the policy start and end dates in Part I.
- If the policy also covered someone who files a separate return, answer the shared policy questions, which feed Part IV of Form 8962.
Intuit community threads describe a loop where the 1095-A questions keep returning. A workaround posted there is to change your answer on the first coverage screen, continue, then go back and give the correct answer, which resets the question path. TurboTax rejected 1095-A but you had no Marketplace plan
Some people get this reject even though they never bought a Marketplace plan, for example when coverage came from an employer or Medicaid. Intuit's instruction is to go to the Do you need to report any 1095-As? screen, answer No, and file again. That answer certifies no 1095-A applies.
The IRS describes another route for returns that still reject: attach a PDF titled ACA Explanation that explains why Form 8962 is not required, and include a voided or corrected 1095-A or Marketplace notices if you have them. Coverage reported on Forms 1095-B or 1095-C does not satisfy this check, because those forms carry no advance credit.
Getting a missing Form 1095-A
The Marketplace issues Form 1095-A, not the IRS. If you used HealthCare.gov, sign in there and download the form. If you used a state-based Marketplace, sign in to that account. The IRS advises waiting for the form, and asking the Marketplace for a corrected one if it contains errors, before you file.
Resend after the fix
Once Form 8962 shows in the return, go to File and transmit again. Rejected returns count as not filed until accepted, but IRS Pub 1345 treats a return first sent by the due date as on time if the corrected version goes back by the fifth calendar day after the due date. Adding Form 8962 can change your refund or balance due, sometimes by more than the small tolerances Pub 1345 allows without new signatures, so TurboTax may ask you to sign again.
