TurboTax state return rejected: fix it and resend only the state

Short answer

A TurboTax state return rejected notice has one of two causes. Either the federal return it was linked to was rejected, so the IRS denied the state automatically, or the state revenue agency itself rejected it. Fix the federal first in the first case. In the second, correct the state entry, then resend only the state, because an accepted federal return does not need to go again.

Why a TurboTax state return is rejected

When a TurboTax state return is rejected, the first job is to find out who rejected it. The IRS runs a combined federal and state e-file system, and TurboTax usually sends your state as a linked submission that carries the federal submission ID. That link decides what happens next.

IRS Publication 1345 says that on linked returns the federal return must be accepted before the linked state return can be filed. If there is no accepted federal return under that submission ID, the IRS denies the state and the state agency never even sees it. A denial of that kind says nothing about your state entries.

The other path is a genuine state rejection. The IRS accepted your federal return, passed the state file along, and the state revenue department refused it under its own rules. Only this second case needs a change on the state side.

Federal and state are separate submissions

TurboTax shows one File button, but two or more returns leave your account. Each gets its own acknowledgment, and each can be accepted or rejected on its own. Pub 1345 also states that a later state rejection does not affect federal data the IRS already accepted.

That is why your email may say the federal return was accepted and the state rejected a day later. Your federal return is filed. Do not amend it or send it again to fix a state problem.

State denied because the federal was rejected

If both returns came back rejected at the same time, treat the federal reject code as the real problem. Common federal causes include a prior-year AGI mismatch, a missing IP PIN or a missing Form 8962.   1. Sign in and open the rejected return. TurboTax Online shows a Fix my return option with the reject code and explanation.
  2. Correct the federal item the code points to.
  3. Re-run the federal review so any flags clear.
  4. File again. TurboTax sends the corrected federal return and the state together, and the state is linked to the new federal submission.

Why can't TurboTax file my state return at all

Sometimes the problem is not a rejection but a state that TurboTax will not send electronically. Intuit's help lists these common blockers for e-filing: many nonresident and part-year resident state returns are not eligible, some forms are not accepted for e-file, forms may not be final yet, and returns with overrides cannot be e-filed.

A W-2 can also stop the state. Intuit notes that a W-2 with a blank box 1, or with a box 16 state wages figure larger than box 1, blocks e-filing. Resending only the state return in TurboTax

Yes, you can resend just the state once the federal return is accepted. Pub 1345 lists a return previously rejected by the state as one kind of state-only submission the system accepts. In TurboTax, go back through the File steps after fixing the state; the program should recognize the accepted federal and offer to transmit the state alone.

Steps for a state-only resend

  1. Open the email or the Tax Home message with the state reject code and read the explanation.
  2. Go to State Taxes and edit the entry named in the explanation, such as a state ID, withholding amount or locality.
  3. Run the state review and clear anything marked needs review.
  4. Select File, choose e-file for the state and confirm that only the state is being sent.
  5. Watch for a new state acknowledgment. States confirm on their own schedule, so pending can last longer than the federal did.

Intuit community answers report that it can only resend the state electronically from the same account that filed the accepted federal. If you filed the federal somewhere else, plan to mail the state. When the File steps keep sending you back to the federal, deleting and re-adding the state is a common fix, but save or print a copy of your entries first.

Mailing the state return instead

Mailing is the fallback when the state keeps rejecting or is not eligible for e-file. Print the state return from TurboTax, sign it, attach the W-2 state copies and any schedules the state asks for, and mail it to the address on the state's own instructions. If the state keeps rejecting

Two rejections for the same code usually mean the entry that triggers it is somewhere other than where you looked. Check the state's version of your name and address, the state ID or employer ID on each W-2, and any local tax forms.
