Why TurboTax keeps saying needs review

If TurboTax keeps saying needs review next to a section, the program has found at least one entry in that section it cannot accept as is. The label is a pointer, not a verdict on the whole return. Somewhere behind it is a specific box: a blank that should hold a number, a code that does not match, or two entries that disagree.

Intuit describes two layers of checking. While you work, TurboTax flags obvious problems such as a missing Social Security number or an incomplete form. When you move toward e-filing, it runs a second, more rigorous check for subtler issues that could make the IRS or a state reject the return. A Needs review label you see mid-return belongs to the first layer.

Needs review versus Check this entry

Needs review is the section-level label on the income, deductions or state summary screens. Check this entry is the field-level message that appears when the review takes you to the exact box. Clearing every Check this entry item inside a section is what removes that section's Needs review label.

How to find the exact field TurboTax is flagging

The fastest route is to let the review show you the field instead of reopening every form yourself. These steps apply to TurboTax Online; Desktop users can run the same review from the Federal Review step or switch to Forms mode, where flagged fields are highlighted.

  1. Go to the Federal Review (or State Review) step and run the check.
  2. For each item listed, select the option to fix it. TurboTax opens the form and places the cursor in the flagged box.
  3. Read the message above the box. It usually says what is wrong, for example a required entry or an amount that must be greater than zero.
  4. Correct the entry and continue. The next flagged item opens automatically.
  5. Run the review again until it reports no errors.

Entries that commonly cause a flag

  • A box 12 code on a W-2 entered with no dollar amount, or an amount with no code.
  • A payer's or employer's ID number left blank because the form was typed in by hand.
  • A dependent's date of birth or Social Security number missing.
  • A state ID number or state wages box left empty on a W-2 or 1099.
  • A yes-or-no question skipped, such as the digital asset question on the main return.
  • A 1099-R distribution code that does not fit the rest of the entries.

A worked example: a W-2 shows $1,200 in box 12 with code D, but the code field was left blank during entry. The W-2 section shows Needs review, the review opens box 12, and entering D clears both the field message and the section label.

TurboTax stuck on check this entry after you fix it

Sometimes the entry looks correct and the flag stays. This is the needs review loop people complain about. Work through these fixes in order.

1. Refresh the session

In TurboTax Online, sign out, clear the browser cache and cookies or open a different browser, sign back in and run the review again. A stale page can keep showing a flag that the saved return no longer has.

2. Delete and re-enter the form

Delete the single form that holds the flag, such as one W-2 or one 1099-INT, then enter it again from the paper or PDF copy. Re-entry rebuilds every hidden field on that form, which often removes a leftover value from an earlier import. Delete only that form; you do not need to start the whole return over.

3. Fix it at the source, not on the state

Many state entries carry over from the federal return. If the flag sits on the state return but the number came from a federal form, change it on the federal side and let it flow through again.

Flags caused by forms still being finalized

Early in the season, some flags are not caused by your entries at all. Intuit explains that it needs a few days after the IRS releases a form to build it into TurboTax, and it publishes a forms availability tool that lists expected dates by product for federal and state forms. Until the form is final, a section that depends on it can show as incomplete.

The new deductions on Schedule 1-A for tax year 2025 are a good example of sections that changed during the season. Intuit also notes that a form marked unsupported for e-file must be printed and mailed. If the review keeps sending you back because a form cannot be e-filed, the fix is to file on paper, not to keep editing.

1099-K and income forms that stay flagged

Form 1099-K is one of the most common sources of a lasting Needs review label, because TurboTax asks follow-up questions about whether the payments were personal, a hobby, a sale of personal items or business income. Skipping those questions leaves the form incomplete. The IRS reporting threshold for payment apps and online marketplaces is more than $20,000 in more than 200 transactions, but a form you did receive still has to be handled. When the review is clean but filing still stops
